Joseph Wayne Wallace was a three-year-old boy who was murdered by his mother in their Chicago, Illinois apartment in 1993. Wallace's mother, Amanda Wallace, was known to be mentally ill. Despite this, Joseph and his younger brother Joshua were removed from a foster family and returned to Amanda, who killed Joseph with an electrical cord. The circumstances of Wallace's death and the ensuing public outcry precipitated large changes in the Illinois child welfare system and the Cook County juvenile court.

It gives me peace just knowing that his suffering is over. His mother, and I’m being gracious calling her mother, seemed determined to exact revenge on her child because she was miserable.

This video shook me to my core. Joseph was safe in an environment where he was flourishing but he was given to the Boogie Man. Children are so innocent. All they want is a hug, a smile and some recognition. These things are free. I’m stunned at how the system failed this beautiful child.

@@FacesoftheForgotten just unbelievable, I remember a quote, I'm not sure who said it or where I saw it, but it goes along the lines of "when we're children we're scared of monsters....creatures that lurk in our closets or under our beds, but then when we get older we find out the monsters are humans." And unfortunately a lot of children find that out before they even get a chance to grow up.

No it wasn't the first mistake was not perminantly hospitalizing the mother in a state facility so she wasn't free to get pregnant in the first place. The state deliberately creates these situations to keep as many kids in the system as possible so that they can turn out the next generation of moral degenerates who will give them an even bigger budget. The stats of foster kids have never been good. the family is not replaceable. More money needs to go into preventative family mending then family destruction.

God this tore me up. I was able to only have one child, and he is my life. I would have had many more, but it wasn't Gods will. I don't understand how evil some people can be. Rest in eternal perfect peace baby boy.

If I had the opportunity to be a Mum again it wouldn't matter if the baby/child was biologically mine or not.

I had a violent alcoholic mother, left when I was 12 years old. But can thank God I survived. This little baby is precious and we can pray for him. Baby beautiful.

@@Bella1neverknows670 No, it doesn't state that in the story, however, I live in Chicago, and was teaching across the street from where this child was killed. Her family, stated she had been suffering with mental illness, since childhood. She was placed in an institution , and became pregnant. She never wanted the child, and made that clear to the social worker, but she was forced to take her child, and within a matter of months, she hung her son. She had other children, but did not hang them.

It’s crazy 😓.. from her past you wouldn’t even consider her as a responsible parent 😓... Social services are disgusting 🤢... rarely hear of then doing their job properly... they take children off good parents suffering depression but leave or return them to monsters 😓.... We live in a truly evil & fucked up world.... where you get more punishment for Petty crime than you do for being a pedo..... 😩

Maybe if judges were removed from the bench and stripped of their licenses when a kid they sent back to a home, against the advice of a social worker, died, things would change. Judges aren't held accountable but are 100% responsible for these decisions.

Sadly this type of thing happens to often, these precious little people fall through the cracks. As we know he should have never been given to his mother, she had along angry history of crime. I don't know the whole story on her up bringing, but she just seemed she hated the world. I do know this little man is with God, and he will never suffer again. It's a shame, my Granddaughter wants a baby so bad, and can't have one. Many people would love to have a child to love, and care for, yet those that abuse a child have them so easily. Our welfare systems are a joke, and these children should be checked, and watched closely. They helped to kill this child, by neglecting him themselves. Thank you for the video, great job.

I'm the daughter of a Social Worker and the whole idea behind DSHS is this: If at all possible put the family back together. As for this case none of us know the whole story. I'd be willing to be that the Worker involved has at least 25 to 30 cases and each one would break your heart. There was a 4yr boy with fetal alcohol syndrome trying to take care of his 2yr brother their mom was a was a drug addict and alcoholic. When CPS was finally told about the children and they stepped in it became clear that the mom had been pimping the boys. There was no food in the house so, what were the boys eating? Change the diaper and found the remains of cockroaches and flies. Those boys are grown men now never lived with their mom again. If someone had spoken up sooner about those boys, they would have been taken sooner. The system can work IF people help and report what they see and hear. My Father never mentioned any names when he spoke of any cases he retired in the 1980s, he passed away in 2000.

@candy cane You are correct it is up to a Judge and he or she makes their decision by talking to the parent (s) sometimes the child and the case worker. Reports are submitted and the judge goes over them and come to a decision. It's not always fair it's not always the right one. They can only go by what is in front of them at that time not by what could/might happen. If the child is given back the case worker does follow ups and tries like crazy to keep a close eye on what's happening in that child's life. But, when a worker has 20 to 25 cases things get missed and when that happens everyone blames the worker. We need more workers and we need to teach teenagers how to be a parent.

There's another heartbreaking story like this about a 3mo. Old baby names Sterling Daniel Koehn who was left in a baby swing for 2-3 weeks to die slow. He wasn't fed, she did not change his diaper, did not hold him. He was literally eaten alive by maggots. He was born May 2017 and believe to have died in August 2017 in Chickasaw, Iowa. When I watched the mother's trial it just killed me. That poor poor baby. These babies are so precious.

You story triggered about a child. A cousin of mind adopted a baby girl of 3 months old back in 1962. The mother of this child didn't want her baby girl. As my cousin went visiting her so call friend. She ask where's the baby, this so call friend said in the kitchen pantry. My cousin found the baby crying as she picked her up the baby was filled with roaches on her and marks from them. My cousin took the baby home and bathe her went out and bought clothing. That mother didn't want any parts of her child. My cousin was trying hard to help her friend to take back her baby. Until the mother said keep her because; m unfit to raise her. Months go by as my cousin decided it was best to adopt this baby after a long wait. If the mother got help, but later after waiting. The mother gave up her rights and my cousin adopted Ginger as she renamed this baby girl. I don't believe Ginger was ever told she was adopted till this date. Guess it's better she didn't know that her mother didn't want her. Believe my cousin whose been dead for years never told Ginger about her mother. She's a mother herself and grandmother now, sometimes it's best if she wasn't told anything her past. I was a teen growing up and seeing this baby girl. So sad that mothers out there never protect themselves from getting pregnant.

I remember this. I cried watching the news. The foster Mom was devastated, everytime the baby was returned to her he would sit, rock back and forth and make a humming noise would take him days to get out of that and yet DCFS would continue to give the child back to the biological Mother.

So awesome. To hear you say there are so many beautiful people there. Yes ALL PEOPLE are BEAUTIFUL, some have issues but GOD forgives us all if we ask for forgiveness. This precious baby's life was cut short by his mother with mental health issues. I wasn't there I will NOT JUDGE HER but pray for her. I’ve never known evil like what I’m hearing. I grew up very protected by my parents. This is so heartbreaking. I can’t help but notice there are so many young people here that never got to experience life. May they all Rest In Peace. Sweetheart you’re laying in the arms of angels now.

This is tragic and heart breaking story of such a sweet little boy. So dad that he wasn't looked after in life and still no care for his last resting place either, sad there are no little toys or flowers placed upon his plaque, makes me feel like he was laid to rest and forgotten.😭

His legacy lives on with the childcare reforms his death put into effect...there will still be mistakes made, but hopefully a lot less than would happen otherwise. He did not deserve that sad ending but his death made the public aware of what needed to change....he will live on in the hearts of those who read his story in the years to come....poor little man, he is with the angels now and is singing with them in a much better place than this world we are traveling thru.

This whole story just gutted me. Seeing that little child in his coffin, put there by the very person who was supposed to protect him, is absolutely devastating. I would've taken him in in a heartbeat. Life is so unfair. Keep up the positive work. These babies deserve to have their stories heard ❤ 🙏

Oh my goodness, this just ripped the heart out of me, this poor little boy, looking at his mother, confused but waving, and she does that, absolutely heartbreaking, that’s poor little man, this has had a huge impact on me and I truly hope that little Joe is in the arms of the angels, being loved and cared for. Rest in Peace Joe, and know, that there are people who care.

Sadly because of the sins of the past we can no longer place people mandatorily into asylums this woman should have spent her whole adult life in a community where she could not Escape into the General Public. Our society thinks that forcing people into mental facilities against their will is wrong but I disagree if it's warranted to the court system and his psychiatric evaluation some people should be placed in these facilities permanently this woman was that one person who qualified

Remus Campbell was fatally shot in Rogers Park in 2017. So sad what happens to these young men.

If you haven’t been here come to Marion Ohio. We have a beautiful cemetery here. It’s across from the Harding memorial,which is the most expensive presidential memorial in the US. So the cemetery has a huge round granite ball that spins. There are many beautiful headstones, my favorite being a girl in her night dress coming down a set of stairs. The granite ball is in Ripleys believe it or not. I’ll let you investigate that! Keep the tours coming I love cemeteries and all of the beautiful headstones.

I have seen this but had to brave myself to finally watch it. This made me sob, I was in turmoil at what she did to her little boy, my own daughter was born in June 1989 so when i think of her at 3 and what this little man went through, so many questions, why wasn't she sectioned with how obviously mentally ill? The feeling wishing he'd never been given back to her, I'm sorry Ron I can't find the right words. When the confused little fella waved back to her, that broke me.. Joseph, I'm so deeply sorry that this happened to you by the one person that should've protected you. Sweet dreams little Joe - Moe 💔⚘️😢, thank you Ron, he deserves to be remembered by all, I felt sad from the moment you said "we're in" your voice was breaking, this was obviously very difficult for you and I have much respect for you for bringing this gorgeous little lad to us, thank you

I remember this case very well as a social worker. After his death, DCFS was much more likely to take protective custody of children who were suspected of being abused and it was more difficult for parents who had children removed from their custody to regain custody. Yet DCFS continues to make similar errors.

I remember this story well. At the time, I was 22 yrs old, 1st time mom of an 8 month old baby girl. I was living in Chicago so this was a local tragedy. I remember looking at my daughter and thinking how any mother could do something so cruel. I remember wishing that somehow I could have saved that little boy. I cried and cried so much. Actually, I have tears in my eyes right now as I am writing this. Many years have passed, but he is not forgotten and neither should any little victims like him, abused and dying at the hands of the ones who should be protecting them. Thank you for telling his story so well.

Tears sweet little boy. I never knew you, but if you were my child, I’d shower you with hugs and kisses. Play with the Angels, sweet Joe Moe. No child should ever be hurt by the people who are supposed to care for them and keep them from harm.

Before my illness I worked at a catholic school for 31 yrs. I just love children. The most precious gift from God. This story just broke my heart. R.I.P. sweet angel....❤

This is why the system is so freaking flawed. When someone is known to be that mentally ill that their children are removed from them, a child should have the right to remain in a loving foster home, and never returned to that parent.

This broke my heart. He looked like he was full of love and had a lot of love to give. Our children are not protected the way they should be. Sadly this poor baby is not the only one that has been harmed by a family member. Rest in peace little one. You are loved and your not forgotten.

😭😭 I remember a quote in a movie (The Crow with Brandon Lee) "Mother is the word for love on the lips and hearts of all children" If only all women who have the blessing to bare a child held these words. Makes it even more heartbreaking for those of us unable to bare children who want them so much!! 😭😭 This one really breaks my heart!! Rest with love Joe Moe... Your an angel sweet baby boy.

I remember this case from back then. The country was just enraged. Looking at that utterly adorable little face and knowing what happened to him makes me nauseous to imagine. Poor sweetheart. And his poor foster parents who loved him and treated him the way he deserved. What a god-awful story. May he be held in love, laughter, and good times forever more. Amanda is inexcusable for her crimes, but she was clearly a tortured women. When she hung herself, the world said "Good riddance." I feel sympathy for what she had to suffer in life that wasn't her fault. May her karma be paid in full for what she is responsible for, and may her mind finally be released to the peace she never knew in life.

Thank you for telling his story. My heart aches for this little boy and all the people who cared for him, including his foster parents. When you talked about him choosing the smallest pumpkin I just broke down. Poor baby. Yet some og us don’t get the privilege og becoming parents… 🥺
