Also the requirements can vary per state. In sc you can be 13.5' tall but in alabama I think its 12' tall.

Can just anyone who drives receive and use a permit to move a tiny-home that is over 8.5ft wide (but that is ten feet wide or under)? Or do you have to have a special drivers licence and/or truck, or be in the moving business?

Best odds is deep north Cali near the Oregon border or eastern Cali. All the cities are pretty anal about this sort of thing

36 feet long? That's a single wide mobile home ,not a "tiny house ".

It's right on the boundary line that's for sure. Generally a tiny home is accepted as under 400 square feet of internal living space. This is 432 square feet of exterior footprint With a generous 6 inch exterior wall you get 432-36-=396-12= 384 With a modest 4 inch exterior wall you get 432-(36/3*2=24) = 408-(12/3*2=8) = 400
