The food association can be accessed in Prontera. Near the top left of the map, there is a chef's association NPC, which will bring you inside.

What kind of gear do you have? I've made a few SH farming guides already, but it depends on what you have. At that level, I would recommend holy ice cave due to how many anti-water monster cards there are.
