if you look closely its passive works as soon as he builds it, so yes. Just allows to take every trade and makes his r do more dmg, since it scales with max-hp. technical stuff: warmogs threshhold is the only thing that was touched, since cho gains health by r-stacks (80 health on lvl 6 per stack) and in resolve tree you can take overgrowth which gives you health if minions die next to you and grasp which gives you health on champion auto attack after 4 sec in combat. Meaning: - Warmogs itself gives 1000 of 1500 health, - Dorans Shield gives 110 - if you have roughly 2-3 stacks and you havent been zoned of wave you get the benefits.

Exactly what bearteddy said, Cho is one of the only champs in the game that can rush it first item and still get the passive and it's great

The recent changes were not a nerf; it was just a slight setback for top laners who usually prioritise Warmog's as their first item. Most of the time, it just means you need an extra ruby crystal, which is fine since most tank and bruiser items use it as a component. I think the change was more targeted towards the supports that rushed it, like Soraka, Bard, and Zilean, who "aren't meant to."
