Yes it can. I used 0.0cm³ in my examples to make it easier for the students to grasp the concept.

How madam and one must refill the burrette after every practical

There is no need to refill it for every titration if the volume remaining in the burette is enough. However, if you're unsure of whether it'll be enough, then it's better you refill it.
