I think it may be difficult to program in (and not Turing-complete) without conditionals. However some things that manipulate something dynamically based on the value can simulate conditionals. Maybe you could do a golfing language that has a single command but it's operations changes every second. So you can run it one command per second with modulo, so cycle through the set of like 30 operations. Any way you want. Sounds good simply go haven't been done.
