It’s cuz he originally had his own comic series that occasionally did crossovers with the tmnt comics back in the 80s, and then continued having crossovers in both the 2003 and 2012 shows(he may have also done one for the 90s cartoon but I haven’t seen that so idk 😅). So, I assume everyone just picked the newest version of Usagi to ship with Leo, since it’d prolly be weird to pick any of the older ones. Anyway, hope this answers ur question ^_^
