An opinion of mine A non Arabs hifz can be stronger because when learning we pay attention to the sound and do more repetitions when learning etc But someone who understands the meaning does not learn as strong as initially they can memorise quicker due to the meaning but don’t go over it as often and paying attention to the meaning without realising mistakes as the recitation is flowing due to the meaning Allah knows best

But a non arab can make some mistakes that an arab cant make. I mean a mistake where the meaning becomes wrong. Example: one may accidently say Jannah instead of jahannam so he may say something like: kuffaar goes to jannah. But an arab wouldnt make that mistake. So i think its the same for both.
