It feels weird looking back at how many shows of this era didn't really have a real finale. Most writers didn't seem to think much about having a resolution for the plot so the shows would just stop at a certain point. Weird to think how this worked in Power Rangers' favor given that its non ending for this season left the door open for Lord Zedd's introduction.

With regards in putting tommy in the front with zyu2 footage......my guess is JDF was promised to be a main character in his own show(vr troopers) with him being called back for mmpr,it was sabans way of making up for it by highlighting him to eventually him being the leader of the team....the issue with that comes in the form of pushing the other main ranger cast to the side except if your name was Kimberley.

There were plans for a Bulk & Skull show during Turbo (There's a reason why Bulk & Skull are turn into chimpanzee). But the show fell flat and never got off the ground which is why they turn back to humans by the midway through Turbo.
