is the shops and restaurants are just inside before immigration? or do i need a transit visa to exit immigration to go to to the stores and restaurants.

The restaurants & stores specifically at the Edo Koji Marketplace & Hot/Cold Zones are in the pre-departure area at international terminal 3. Once you're past security, there's only the typical food courts and airport lounges.
