I saw that stream, and the stream before it was a dual stream with Hamish and Ella. They were talking about stuff they weren't supposed to be talking about while setting up their dual stream and that's how the whole push to talk default patch came up because they unknowingly leaked stuff. You can see them talking about it and joking that they would get fired at the beginning of their dual stream from March 21 on the official twitch channel. The 35 thing could be the level of the enemies; if you remember Legendary difficulty in TCTD1 is level 35 enemies. So maybe Raids are set to Legendary? Just my guesses.

Once you reach level 30 you are still level 30 until you advance in world tiers. Max level is whatever the gear scrore max is. That is max level. Same as Div 1, level 30 was max level and then you get to Tier 5 and Gear score 291 was max level.

Fyi You have to be lvl 30 to get into any world tier.
