Later on Tom clarified that he regrets saying that, because he truly loves her. Not in a platonic way. They even call each other soulmates. She specifically said that when they were kids, and only when they were kids, she had a crush on tom because -and I quote- "he was older and had a skateboard". So when he said he liked her as a sister, she was 'absolutely devastated' which she meant jokingly. She doesn't love him like a potential partner, she simply said as kids she had a crush on Tom. Same as daniel and Rupert having a crush on Emma back then, she had a crush on Tom and Tom in his turn had a crush on Helena Bonnem carter.
