Do you think he has to get an artist's permission to publish a cover? If yes, that might be keeping it off Spotify... or do artists not get any money from their songs on Spotify? Seriously...I don't know this...?

No, an artists does not need permission to do a cover of a song. That is one of the myths behind copyright laws. All of this is covered in copyright laws in what is known as "compulsory licensing" All you need to do to legally do a cover is 1. Inform the original artist of your intent to do the cover....mind you this is not asking permission to do so just telling them you are going to be doing so. 2. Make sure it is an actual cover. This means sticking to the original lyrics, melody and meaning of the song. Only difference to any of this would be in the form of parodies like Weird Al does. These have no need to contact the original artist to make nor have to stick to original lyrics etc. Now as far as I know for him to release to say Spotify he would have no issues doing so because as far as I am aware Spotify pays for their own licenses for all cover songs. All you have to do when releasing it onto Spotify is put the proper metadata into the file so Spotify can identify the original artists and pay them the specific licensing fees etc
