Why are most crossings in Ohio have incandescent lights?

Railfanning bear most of them are older crossings and just haven't been updated to newer lights yet. When I lived in Cleveland, there were many crossings that hadn't yet been updated. This was in 2008.

To be honest I actually like incadescent railroad crossing lights then LED lights. I live there and the railroad crossing I film my train videos and put on KZbin have incadescent even for the pedestrians. They look really nice (In my opinion).
