I think the real problem is how half the games are full with "mercenaries" since you often fight with the winner since he has more money to hire you and like half the lobby stays neutral and only wants to fight and not care about losing. The whole mercenary thing is fun a few times but not every single game

That "recall volunteers" feature is somewhat scumbaggy imo. You can literally just recall your units when the enemy encircled you. As if mercenary nations weren't annoying enough already.

That's misleading. Germany wasn't in the war anymore. His divisions got stuck in neutral territory. It's jot an encirclement, but a sort of bug. Your units aren't killed because you had stupid micro, but because they couldnt get out after a peace deal. It's a really stupid thing. I once lost around ~50 divisions because of this sort of bug in singleplayer. I don't mind him using it in this sort of context. I don't even know if you can do this if you get acfually encircled on the battlefield.

He got his tanks into bad wars and then used recall cheese to escape encirclement or reposition out of low supply.

If your volunteers are bugged out, (also can happen to your actual army divisions too, when they get trapped in territory with no military access), the easy way to fix the problem is to assign the divisions to a fallback line or any other battle plan. They'll automatically route to their destination. Though some times they can route themselves into an area with military access but no way out.

Tommy could have used the planning cheat on his divisions for better stats having a field Marshall front line and the general on garrison in a neutral country. You can manually control the tanks but they still get planning like they are assigned to the front.

I hope this becomes a feature one day as this is how most competitive people play the game. Make it so that any unit is allowed to gain planning as long as they border a tile that is not your nation/faction.
