Yes, it is a non-fall design. I have featured Non fall toys and even 3d printed Non fall robots you can build on my channel. Now as for the rubber O rings. You should buy the O ring kit from harbor freight, for under $10 bucks you get 382 O rings in every size from 1/4 inch up to 2 1/8 inch. You can adjust the rubber O rings you have by first wrapping some electrical tape cut to the width of the wheel groove, then put on the O right, that way you can add more tape until you get the same height as the original treads.

Oh that's a great idea! Yeah the O rings are only about 1 millimeter shy of the originals in thickness. I'll have to check out those O rings from Harbor Freight! Thank you for letting me know about all this! 😁👍
