Are the letters above and below the moon are both raised? If the letters are raised, does it hold ink for a few prints or do you need to re ink before each print?

They are more deeply etched, so they do print as an embossment. They were not created to be a dark value (hard ground lines, soft ground texture, or aquatint could be used to darken them if desired), but they tend to hold a bit of ink, especially at the edges. This all depends on how the plate is inked and wiped.

What does putting it in acid do?

That removes copper from the open areas not covered in toner. Those crevices hold the ink that is forced into the paper when it is printed. If all that you did was transfer the image to the plate and didn't place it into the acid then nothing would ever print from the plate.

Oh, I'm not certain now. It was whatever printer/copier we had at the office back then. Any laser printer that uses toner should work ok.

Simply green household Cleaner was what my colleges printing studio would use to clean off the plates

The31souleater that is usually part of my cleaning process, but it will not remove toner or spray paint. But it is great for cleaning up after printing.
