Overall good list and good food for thought I'd argue Zemo and Emma deserve to be on the list because of their Arena viability and I'd knock off symbs to put them on. My Arena shard seems to have settled on doom/emma/zemo/eternals being the "default" high end defense, so for me having orange gear means I drop less in Arena. Zemo is really useful in campaigns, has some value in Gamma. And I could even see Emma + the 4 best toons in the game as a possible Arena meta even after Eternals are dead. I also think cable a worthy honorable mention for Arena O utility. Yes, most of his value comes from his passive which you don't need orange gear for, but if he can survive long enough to get his turn rewind special off,that can be clutch in speed Meta. Plus I could see him being used in the future with Emma if another duo comes out in 6months or something. Loki is also Arena O viable and needed for certain counters, but he benefits much less from increased gear, so I wouldn't put him on list.

What do you do on skill node 2 without zemo?

This actually came up recently in chat. before 2.2 it gets brute forced, but zemo is a flex for higher difficulties.
