I think I'd stick with animating pikachu the same way as ash and make his keyframed positions offset to make him move behind him, or something like that... Seems more simple...

Can anyone suggest how does one adds Math.random() to an alpha channel to have it flicker?

Same way! There's an opacity parameter in the advanced tab of a layer you can pin your expression to, or if you add a transparency effect to the drawing you can pin it to that transparency too! Will likely need a little bit more script to restrict things to within the percentage that you want or how wild the randomness etc etc. But again, googling bits helps to refine to what you need.
