in the US they are government controlled; national, state and local. My drivers that take containers into the port require a TWIC badge for access. This was done through homeland security so this is done on the national level. Expansion and maintenance is handled by the states. Like our port of Wilmington here in North Carolina; the state government allocated $$ to that project since the state of NC will the 1 who gets most of the revenue from its expansion. It is quite complicated BUT works like a well oiled machine. At the ports in South Carolina Maersk Lines had their own area of the port in Charleston, SC. So does Crowley line down in Florida ports Each major ports' operations is handled by the state. The rules and regulations are set by the national government. Hope this helps a little bit.

In China, for those ports that listed in the video, are operated by state-owned public companies. For example, Port of Shanghai is operated by SIPG ( Shanghai international port Group). In term of ownership, all ports are state-owned and managed by State owned Assets Supervision and administration commission, under the State Council.
