The Caligula seashells story isn't just him telling his troops to "go collect some seashells." They marched to the edge of Gaul (France) to potentially invade Britain and while on the beach at the English channel, they gathered these as "spoils of war" against Neptune and the sea. While the entire episode was weird, it was intentionally meant to be symbolic, and not just, as you assert, a madman making his troops collect seashells.

I believe Caligula came before Nero. Julius Caesar, Augustus, Tiberius, Caligula, Claudius then Nero AND it is believed Nero neither set the fire nor fiddled why it burned at least there's no proof. These ideas came from Philosophers' who wrote about these things sometimes hundreds of years after the event. Eg: Plutarch, Tacitus & Cassius Dio to name a few.

Tiberius, the emperor of Rome before Caligula was a pretty cruel dude. Serial killers Marcel Petiot and Patrick Mackay would also be good candidates. Though Mackay did display remorse, he was still pretty brutal.
