One oldie but goldie is Fallout Tactics. Simply love that game. No idea, why it never got a remake.... Also to mention are Vigilantes and UFO - Afterlight and UFO - Aftershock. Not the usual turn-based but pretty great for that time.

A bit different approach, but interesting is Frozen Synapse. A turn based tactical game with high detail level of control over the individuals. It has minimalistic graphics, but a great soundtrack, deep tactics, a campaign with story missions, duel multiplayer mode, and difficult to master. PS: Part Two also released as successor. Notably there are not so many players available in Multiplayer.

One thing I don't like about a lot of these XCOM clones is that you and the enemy have too much health. I love XCOM because of how sphincter-clenching each encounter is. One shot could mean the difference between life and death. You can one-shot a lot of enemies, even in late game, but they can also do the same to you. It puts a greater emphasis on positioning and planning out your order of actions. Meanwhile in other XCOM-likes, I can get shot up to three or four times and still be alive.

Capes has a LOT going against it. Played the demo back before learning about certain things tied to it, but even back then it felt bitter, cliche and uninspired. There was a lack of creativity from the utility of powers (am in a Mutants and Masterminds server, every single person there could be more creative with those powers, no exaggeration) down to the name of ‘The Company’. Hope he didn’t give it a look.

The problem with most of these is that it just isn't the same. Personally want a more exotic theme, where you're constantly researching new, high-tech/otherworldly equipment to improve your soldiers gear and efficiency of your base (plus customising your troops appearance and abillities), it's what made the Xcom reboot and 2 so memorable, that you DID need to improve your arsenal if you ever hoped to stand a chance. Xenonauts 2 does this well, Chimera Squad still has the Xcom feel even if it's more of a 'hero turn-based strategy' and Battletech requires you to build superior mechs with superior loadouts from what you can salvage, so reckon those are probably some of the best. Phoenix Point feels like a missed opportunity, Mechanicus is great but considering what the Tech Prieses and their forces are, you're not technically researching so much as being given permission to field superior units/use better equipment and advancing your various Magos through the ranks. And while I'm sure Daemonhunters is a great game, beyond the levelling system there doesn't feel like you can do much in the way of equipment, though admittedly I never got too far into the game so could be entirely wrong.

A lot of critics seem to boil XCom down to just the "tactical layer", but, as @Lord_Numpty points out, it's not just that. In fact, the thing that really makes XCom "shine" more than all of the other tactics games is that it is comprised of several multi-layered systems, all of which blend seamlessly with each other and really give you a genuine feeling of managing a huge, sprawling enterprise, all of which can crumble if you make the wrong call, have a bad mission, or mess up the timing on a rumor/resource drop--because everything is connected. There's resource gathering/management, base and facility building, technology research and reverse engineering, item/tech building and upgrading, covert mission and reward management, soldier perk/skill development, squad composition development and planning, geo-scape "triaging" and selection of items/rumors/continent bonuses to pursue, area contact and radio tower building/supply income management, dark event countering, retaliation and guerilla op "timing", soldier bond management, weapon mods, shivs, sparks, mec troopers, gene mods, etc. ... all of which is punctuated by a crazy variety of procedurally driven tactical battles/missions ... which, in truth, are the intermittent tactical engagements that all the other stuff "funnels down into". And that's just the vanilla game. With mods, XCom EU/EW and XCom2 WoTC are still unsurpassed "gems" in the gaming industry, largely because they're so immersive, both intellectually and cinematically. It's worth noting that, in the XCom series, the story isn't overbearing as it is in many other games, which is a "genius move" that allows the player/commander to create the story as they play. This is why the player gets attached to their soldiers. The story serves as a backdrop, but the immersive management, cinematic battles, and high stakes "drive" toward the end game is what keeps the player fully invested. There's no contrived, heavy-handed narrative telling you what you should or shouldn't do beyond the handful of story missions/encounters that move the narrative forward: it's completely up to you whether you save humanity or fail, and how you do it--what time you take, what strategy you employ, etc.--is wide open.

Right. I want to include one more game that was not in the list, which understandable as the game was yet to release globally but soon enough will released on December 3rd. Girl's Frontline 2: Exilium is a 3D turn-based strategy Gacha game, developed by MICA team and Sunborn. The game is a sequel to the original Girl's Frontline, taking place years after the events of the original game. You will play is the commander, leading your squad of T-dolls, android girls that were designed for warfare. The game will be released on December 3rd 2024 on IOS, Android and PC. Just to add that tread carefully to those who joining the Gacha hell. The game do have some nice review, but again, tread carefully.

One problem i see in this subgenre is that it turned out to be even more repetitive and unoriginal than the mainstream rpg genres, that also became repetitive and unoriginal overall. And among the creative games, Troubleshooter seems to be (because i never played it) just a small thing, and Valkyria is the biggest game but the company doesn't care anymore. So it's a tragic subgenre.
