A referance I have found, there is a sick man lying in the medical part of the aircraft carrier in the map “Russia” when you talk to him he tells you “ another settlement needs our help” this is a referance Preston Garvey from fallout 4, he is a special npc because he always gave you the simular or the same fecth quests saying “another settlement needs our help” which became a meme spreading to the fallout community.
