Aatraxa was created by 4 of the Praetors without the help of Urbrask hence the lack of red. She's an angel because she's their voice and Elsh norn was running the cult of the machine

Angels and demons in Magic work differently. They aren't good or evil, more like living manifestations of white mana. Even after compleation, Atraxa is mostly a devout Norn follower. She still embodies white, but the evil fascistic side of white, it wouldn't make sense for her to be a demon. Also, fun fact. As a rule, all angels in MTG are women and all demons in MTG are men. There's some exceptions but they are very plane dependent (same with black angels)
