Slow slow fruit awakening explained If we go by the normal paremicia awakening for producers (foxy produces slow slow photons) he can turn surroundings into slow slow photons and the average range on this surroundings thing is eyesight it appears and since no matter how much particles you get hit with it slows you down and as seen with his Noro Noro sword he can create constructions out of them when hitting the opponent he uses a sword of slow slow photons to place slow slow shackles on the enemy permanent Cuffs that slow down the enemy until he releases them now we don’t know but they probably can be broken out by haki so if the person he’s fighting can’t fly there gonna touch the floor and are permanently slowed if there haki isn’t stronger now if the can fly although he can’t control the bending of slow slow particles without making them into a object he can fire them out of his hands in beams so maybe he can fire them out of the ground when he turns them into slow slow beams if that’s true people that can fly with have to dodge beams coming from every direction depending on the height of thing like building or trees nearby but the beams can’t equip the shackle effect so these beams would only slow them down for thirty seconds but since there slowed they can just get constantly hit with them then he can just hit them with his Noro Noro sword which is actually more like a whip permanently binding them if there hakis weaker TLDR: slow slow fruit awakening can permanently slow anyone he can see if they can’t fly and if they do fly once they get hit once their cooked

I would actually argue that Luffy's Nika fruit is actually, unironically, bad due to the massive conditional requirements of it. While we have seen that it offers reality warping power at it's highest level, the requirements to reach it are so steep that no regular person could hope to use it. 1. The base ability isn't good. Its base ability is to turn the user into rubber which is a mediocre ability at best. Makes one resistant to blunt attacks but also makes the body unwieldy and hard to control their limbs as Luffy was shown struggling for way longer with a devil fruit than anyone else. Sure, he was a kid, but Bonney and Momo both seemed to have way better control over their fruits are the same or younger ages with no real difficulty. Considering Luffy is a prodigy, it should show how hard it is to use this fruit. 2. Requires incredible creativity and a belief that the abilities will work without any reason to believe that. While all Devil Fruits require this to some degree, the Nika fruit requires it much worse. There have been a number of points in the story where someone pointed out that rubber does not work the way Luffy uses it so a normal person likely wouldn't be able to use it that way. It would be extremely unlikely that anyone would think to use the gears the way Luffy does since it makes no sense on how the fruit should work. The user needs to have the mindset of someone who will try something they thought of on a whim with no rational reason to believe it would work like Luffy has. 3. The drawbacks of the most powerful abilities are devastating. Even if the gears do get unlocked, they have much more immediate consequences than most other devil fruit powers. Gear 2 can shorten the lifespan. Gear 3 can weaken the rest of the body after use. Gear 4 prevents the use of Haki and has a short time limit. While Luffy was able to spend two years training to overcome the drawbacks of Gear 2 and 3, that is still way more time than a normal Devil Fruit user has to spend on their good abilities. Most Devil Fruits also tend to have no debilitating drawbacks like the Nika fruit. 4. Gear 5 requires way too much stamina. Let's be frank here. As powerful as this form is, no normal person can use it. Hell, even an exceptionally powerful person couldn't use it properly. Luffy is an absolute monster whose endurance is practically limitless and even he runs out of gas in a pretty short amount of time. Even an exceptionally good Devil Fruit user like Bonney could only maintain Nika form for one attack. Give this fruit to an average person fully awakened, they would put on a great show of reality breaking apart around them, throw one punch, and pass out on the floor. It would be the biggest joke power in the series. We only think Bonney's fruit is good cause we compare her to what Luffy can do, when she is probably the best demonstration of what the Nika fruit would do without Luffy using it, but it would be worse since it wouldn't have the other age effecting power of her fruit. TL; DR: Luffy makes the fruit look broken because he is so powerful, not the other way around. If the Nika Fruit was given to someone weak, it would actively hinder them.
