I find that people here are surprised that some countries that they think are poor have skyscrapers. Maybe search more because some countries have biased media. They only show the bad image of the country; that this country is very poor, dirty, etc. for their own agenda. But when you look at it, they have these beautiful buildings and scenery. One of the examples is the Philippines. It was long known for its polluted rivers and slum communities. That is why we were surprised to see that they have so many skyscrapers. In fact, most of the Filipinos didn't even know that their country was developing. The gap is too wide. China with 3k ++ and USA with 1k ++ skyscrapers. While both Korea and Malaysia do only have 300 ++ each. It's still far away and needs a long long time to build more skyscrapers for that many to get close with those China and USA.

You can call it what you wish. At the end of the day, it has the same meaning whether it is Greater, Metro or NCR as the Philippines has so conveniently termed. If you read the urban planning circular by the OECD, all the above terms have the same exact meaning. So the NCR region has 16 cities and a size of 636km square while the Greater Kuala Lumpur region has 53 cities and a size of 5,195 km square. Even Singapore is larger than Metro Manila/NCR with a size of 728.6km square. Please do study urban and city planning to understand this better.
