Alberta will permit the use of "Software Engineer" from tech sector; even though that person did not study a 4-yr Bachelor of Engineering degree. However, if the work involves engineering principles, it is still regulated by APEGA (The Association of Professional Engineers and Geoscientists). Other provinces have not adopted this measure.

In 2023, IRCC announced 24 prioritized STEM (Science, Technology, Engineering, Math) occupations for easier PR. If you work in one of the 24 STEM occupations, you qualify for STEM category Express Entry draws with lower CRS cutoffs. Among the 24 occupations are civil engineers, industrial & manufacturing engineers, metallurgical & materials engineers, computer engineers, software engineers, electrical & electronics engineers. Missing from the list are mechanical engineers, chemical engineers, and petroleum engineers. I want to point out that not all engineering occupations are prioritized in STEM category Express Entry draws. However, mechanical engineer and chemical engineer show up as prioritized occupations under some PNPs.

Engineering requires 4-yr Bachelor degree in university. Undergraduate program must be CEAB (Canadian Engineering Accreditation Board) accredited. After graduation, work a few years as Engineer-in-Training (EIT) under supervision of Professional Engineers. Then study and pass National Professional Practice Exam (NPPE). Apply to become Professional Engineer yourself with sponsorship from couple of Professional Engineers. In Quebec, an additional French language test is required for licensure if you graduated from an English institution. Two-year college diploma yields a career as engineering technician or technologist, not engineer.

Nova Scotia Critical Construction Worker Pilot Program will work for you. This is a base PNP program, not enhanced PNP through Express Entry. You need 1 year of experience; language CLB 4 (TEER 4 or 5) or CLB 5 (TEER 0,1,2,3) . No CRS, no ECA, no PNP fee; no degree requirement. Age 21-55. Need fulltime job offer with a Nova Scotia employer in construction field; need proof of fund. Employer needs to be operating in NS last 2 years; and fill NSNP 200 form (Employer Information).

Hm it would be similar to coming from any other country. In the end it depends on the school and what the program requirements are. They might accept a degree from a US institution but its up to them.

Mechanical Engineer is not one of 24 prioritized occupations announced by IRCC in 2023 so it won't qualify for STEM category-based Express Entry draws with lower CRS cutoffs for ITA (invitation to apply). It is a prioritized occupation under some PNP's. Choose your province carefully based on PNP. Avoid Quebec because it requires a French language test for Professional Engineer licensure.
