Do you suggest to register to IRCC for applying when it opens on 16th? any specific URL to be considered for us to know that is On?

You could register for accounts through these portals: IRCC Portal: portal-portail.apps.cic.gc.ca/signin?lang=en AND IRCC GCKey: www.canada.ca/en/immigration-refugees-citizenship/services/application/account.html --> But we really have not specific instructions at this time.

Can we apply only for H1B individual as of now and then apply for the spouse/dependants in the future if the H1B visa holder gets an open work permit?

If someone had a study permit refused to canada once, does that count as a visa being rejected?
