If you miss out on TC heroes for example thunder..is there another way to get them again or do you have to migrate?

Migrate. It's common for thunder and definitely worth it. Just beware of the 1 week cooldown

How do you get the previous top commander and roulette heroes?

The TC heroes up to Nakano will be added either from start or later on as your region reaches a certain age into the Advanced Search police station Sven and all the other TC heroes after him have been unobtainable once they’ve past rotation. Hence why (at the time of this message) so many people from older regions have gone back to newer regions to obtain TC heroes they may have missed.
