Back in the late '60s / early 70s New York City almost did that. Plans were to call in the National Guard until a new department could be built. Finally decided that wouldn't be fair to the Guard, who aren't trained to police. Knapp Commission. Fire EVERYONE was the idea, from Commissioner to street patrol cops to car mechanics. The true book "Serpico" caused much of the public outrage. An honest cop, disgusted by what he saw. Made into great movie with Al Pacino. Highly recommend. After Frank Serpico had released info to the NY Times (first presenting it to department with no results), an attempt was made on his life by another copy who was convicted of attempted murder. Afterwards Serpico had to retire on disability which he was deeply saddened by. He loved being a police officer and helping people.

It's funny to watch these stories years later, one after another. At first, the police claimed there was no wrongdoing. Then one video or recording comes out. Then one police officer or government member speaks out. Then next thing you know everybody turns on one person. It always comes down to one person. And that person never goes to jail. They are allowed to retire and they receive a very generous pension package and the next person is put into their position to start the corruption all over again. It's ridiculous.
