I think this one might be getting upgraded due to the re-signalling project ongoing around the area.

Indeed, quite a few AHBs. I've not heard of any re-signalling plans on this line, so things are unlikely to change any time soon as far as I know

Not that I've heard of. Chartham Station's crossing as you probably remember was renewed just over a year ago now.
