No. I am a pantheon otp and never lost a lane to Sett. They always try to be hyper aggresive and it never works. To win against panth is to go full def at the beggining of the game. Dshield + second wind + Sett's passive make you outheal panths poke. You can trade if he loses his passive stacks or just after he misses Q. If you dont die before 6 you autimatically win the lane and then you can start to be hyper aggresive. Panth has no chance to win after 6 if he has no gold advantage

if you can kill enemies with W = no need bork if you have to rely on autos more = bork better u sacrifice teamfight agency for dueling with bork , so its a waste of gold if you buy it only just to kill tahm kench 2-3 seconds faster
