Truth be told ,both cyclops and him are and their brother Adam too. They should be on the same level as their brother Gabe aka Vulcan. And it’ll make sense on sinister obsession when it comes to them. And what was shown Sauron and the living monolith absorbed their powers being insanely super charged by doing so, fallowing their kids too and powerful they are, in the Various issue in the books. A lot of x-men are more powerful then they know and Xavier lucked out.

"Luke Cage started as a criminal"? I remember when Luke Cage started, and for some reason I picked up and enjoyed his comics (I was not, I think, what one might think of as his target audience). And yes, he did start as a prisoner, who was experimented upon, but he was a wonderful hero with an awesome attitude. (Oh-boy, when Dr. Doom owed him money... "Sweet Christmas!")
