One thing to keep in mind about Torgaar is that his effect is not halving a player's life total. It makes their life total become half their STARTING life total. In Commander, this sets a player to 20. On one hand, there's some weaknesses to this because it reduces Torgaar's utility past the third use (once all your opponents are set to 20, what now?) BUT it adds utility thanks to Black's other favorite mechanic: trading life for cards. Necropotence, Bolas's Citadel, Ad Nauseum, and other black spells that let you spend a lot of life to get a lot of cards become EVEN BETTER when you have a cheap and repeatable way to gain 19 life in the Command Zone. Of course, this means you need to have a lot of ways to finish out a game where your opponents are reduced to 20 AND it reduces the quality of this effect once your opponents have taken some damage (because it's not -20, so if your opponent is at 35 because they used some fetchlands, shocks and took a hit from a Solemn Simulacrum: this means Wound Reflection will not kill them straight up if they've lost just 1 life) but all the cards you recommended for the deck work really well to reduce 20 point life totals FAST.

How do you feel about spells that cut life totals in half? Peer Into the Abyss from M21? Blood Tribute? Or an equipment like Quietus Spike? Also another artifact I always love to include is Bolas’ Citadel.

Quietus is in the deck - Peer and Tribute are valid options, thought on the curve's high end.
