Toro Lawn Mower Rewind Recoil Pull Starter replacement

Prob i'm having with my Toro is that the little spars that pop out to turn the engine aren't popping out then i pull the cord. When you got the rewind housing, did it come with that spinning spar containing thing at the center too?

It was complete. All I had to do was unscrew the old one and replace it with the one I bought on ebay. I was going to take it apart to see if I could fix it but it was just easier to buy a rebuilt one on ebay.
