(Obviously only a headcanon) Given her connections with the other 3 sages, it's only natural that Silence, A.K.A Arajo Higashikata, would end up as the fourth sage. The legendary Sage of Apple Bottom Jeans.

I still don't quite get it, why is Kasen part of the sages? Both Yukari and Okina took part in creating Gensokyou, of anything the Hakurei linage is more suited for the spot

Apparently, Kasen has some involvement in the creation of Gensokyo, which is all that's needed to be a sage. I don't think we know what exactly she did, though, nor do we know exactly what Yukari or Okina did either.

Well, we do pretty much know what Yukari and Okina did tho, Yukari Made the "dimensions" where Gensokyou's land is located and with the help of the Hakurei shrine they made the barrier, while Okina is in charge of managing Gensokyou's power balance and such. And that's all I recall that they did in the creation of Gensokyou.

It's hard to track down, since it's heavily implied that Kasen's *actual* special abilities are kept secret by her. A good theory that I saw is that Kasen has a way to do the same portal abilities that Yukari and Okina have, and possibly even has Avici as her own personal dimension. That would mean that, paired with Kasen's habit of trying to instill good morals and sense into the characters, that Kasen is in charge of punishment and the cycle of redemption. That could conflict hard with her Oni nature, and her recruitment as a sage could have been a political move to get the Onis to agree with and be content with Gensokyo's situation and existence. Just a thought.
