A trainee doctor walks into a seminar room after a 36-hour shift to rest, the only place available in the absence of a duty room. The next morning she is found dead, her body bearing marks of grievous sexual assault. A junior nurse finishes her shift and goes to change. She is sexually assaulted and choked nearly to death. She lives for 41 excruciating years afterwards in a vegetative state. Separated by decades and cities, the fate of these two women - the 31-year-old doctor in Kolkata’s state-run RG Kar Medical College who was found dead on August 9, and Aruna Shanbaug, assaulted in November 1973 in Mumbai’s KEM Hospital - shows that when it comes to women’s safety, not much has moved in India despite the loud assertions of “nari shakti”.
In Kolkata, amid ongoing investigations, a civic volunteer has been arrested. Issues flagged year after year have surfaced - CCTV cameras that don’t work, absence of on-call rooms with wash rooms, ill-lit areas that women staffers prefer to avoid after dark and inadequate security measures that have made doctors increasingly vulnerable to violence. The larger failure is the chasm between intention and outcome when it comes to women’s safety. Promises made in the aftermath of the horrific December 16 gangrape incident in 2012 have largely been reduced to lip service: The 100 per cent increase in the budgetary allocation of the Nirbhaya Fund for 2024-25 notwithstanding, data shows that between 2013, when it was set up, and 2022, less than half of the allocation had been used. Society and institutions will need to keep up with changing realities. According to the All India Survey on Higher Education, in 2020-21, the ratio of women to men studying medicine was 1:1. In nursing, there were 310 women for every 100 men. Yet, implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition, Redressal) Act, notified in 2013, has been half-hearted: In May 2023, the Supreme Court called out “authorities/management/employers” for failing to ensure a “safe and secure work place” for women.
If this is a moment for the administration of RG Kar Medical College to confront questions about its responsibilities towards students and staff, it also calls for a wider introspection. There is a fundamental problem in the way issues of women’s safety are addressed. The clamour for capital punishment, or “encounter”, as TMC party general secretary Abhishek Banerjee has suggested, shows a tone-deaf reliance on instant justice. There is no consolation that can mitigate the pain of the bereaved; no atonement for acts of senseless violence that cut short lives full of promise. The only lesson that can be taken away from this is to make good on promises of empowerment and equality and a commitment to the due course of justice.

This happens in every medical colleges in india. Resident doctors are forced to work for maximum upto 72 hrs staright ( from my experience) without any break. And most of the casualities doesn't have any residents room for the resident doctors to take rest. And its a hell for clinical branches like obgy, medicine, ortho, surgery etc . And the internalised toxicity within the system make it more difficult. We are not allowesd to protest/ take leaves/ literally treated like slaves. Most of the residents are on antidepressants .

@@BhavanaRaj-yf5gv Even i heared this version of the story from west bengal colleagues. If that is the case she was abused by doctors only. But most of the other state residents associations don't know about this. No news reported this even as an alternate story. She was harassed for at least 2 months according to them. I remembered the movie " janaganamana" after that. The entire country believes that it was done by some outsider, but in reality it is not. So depressing 😞

Thank you so much for speaking in favour. There is one more thing called double duty (60 hrs) in many colleges, which comes on some sundays..where you work for Saturday 24hrs, Sunday 24 hrs and Monday 12 hrs, because diferent units in a department takes turns on Sundays and other holidays..The consultants take turns deciding which one will come for rounds on each day..but the residents have no option than to slog for 60 hrs and to get verbally abused for their errors on a monday day, when the whole team of consultants come fresh after their Sunday's holiday.!!!

Hi Ajmal, I totally agree with all your observations. Just wanted to add another point. As you mentioned, residents learn mainly from their work in the hospital. But, we also have a curriculum which includes clinical case presentations, journal clubs , seminars. These are judged by people who are 20 to 30 years senior to you. So it requires extensive preparation, referring multiple books and journals, which happens mostly after these tiring work hours. In most colleges, residents are assessed by these academic activities, irrespective of the number of hours worked. So even if you work 150 hours a work, but screw up a presentation, you'll face a lot of heat
@UnlearnWithAjmal

I understand that- as my wife herself is a resident. But in this rigorous schedule of work, are academic activities actually taking a back seat?

Yeah- ultimately,we are use students as cheap work force.. we are loosing academic quality as well as probably good research work too. It's the undersupply of doctors what making them working for long hours. In India it's just150 doctors serving for 1,00,000 people and in overseas, the ratio is between 300-350 or greater. On the flip side this undersupply is why Doctors and CAs are in great demand across India. ICMR doesn't care the mental and physical health of doctors, they just want to perisist it's value.
