The ebay listing says 05-2020 so I would assume so. You could message the seller (who is a Toyota master tech) just to double check.

put a crowfoot on your torque wrench at a 90 deg angle to torque the wheel bearing bolts

The dust shield acts as a spacer for the wheel bearing. Wouldn't recommend leaving it off.
