Even though he has the highest leveled Pokémon ever he lacks a good AI, it's because when he was introduced in GSC, all that mattered was levels. For some reason they didn't bother to give him a good enough AI in HGSS either. That's why he's considered easy to defeat. If he had a good AI like of cynthia. He would've become invincible.

I think this comment was a reference to the fact the battle against Red is supposed to represent the player (who is now playing Gen 2) battling and overcoming their past self (so the character the player played in Gen 1 before).
