Idea to lower the amount of random jumping: Make all coins lose their reward value over time. This should save you some calculation time you can use for extending fov of the officiers or other stuff like car alerts that call in cops when you jump on cars

The chasing guards have a pretty bad AI themselves, they got stuck behind the table quite a few times. Apart form that, there are some optimizations that could perhaps be introduced (although I'm not sure how they would affect convergence), like a very small penalty for inputs (to prevent those random jumps). Some transfer learning could also be interesting.

Not bad, but lots of improvement possibilities. Currently it looks like a dance party and the thief AI really looking for attention from the officers instead of sneaking. If you want to improve it try adding a negative incentive for getting a) into a vision cone of an officer and b) into a smaller circle around the officer (simulated audio) and c) probably even add a time limit, so that it doesn't start camping forever.
