The reason magnus didnt get bigger is because the matrix didnt choose magnus. It was handed down to him, until an autobot rises from the ranks and the matrix choses them ie rodimus

Why didn't ultra Magnus get bigger?...because Ultra Magnus wasn't worthy of opening the matrix and absorbing the power like Rodimus did. There was an entire scene for that. Blew up Unicron and everything...

Actually, it’s part of the same mold tray as Optimus himself. That’s why several of the releases of the figure except for the Netflix Release(the trailer went to the Netflix Nemesis Prime figure) comes with it.
