I think Flint Dille said the original plan was all of them could fly, the Autobots had thrusters just like the Decepticons but then they thought it made more sense if the Autobots were civilians whilst the 'Cons were military and so after the pilot, "More than meets the eye" they took away the flying 'Bots. Later Tracks, Powerglide and Jetfire added aerial assistance before we had the Aerialbots. Ironically the Aerialbots were opposed by the Stunticons who Megatron created to counter the Autobot ground advantage
