I've heard every city in Oblivion was supposed to have an arena but they got cut due to the dialog for each one taking up too much space on the disk. Only remnants of Kvatch's arena can be seen in its ruins

That is true, it ended up being for nothing though cause there are unused voice files in the game of Wes Johnson with dialogue intended for male Breton NPCs as he was originally going to voice them along with male Imperial NPCs before they got the Ralph Cosham to voice male Bretons and they forgot to delete Wes Johnson's unused voice files.

@@TeCHnORiOT That's actually completely made up. If you look into the game's files you'll find those voiceovers don't exist and actually may never have been recorded in the first place.

The reason the arenas are usually cut is its impossible to recreate the magic of the Oblivion arena, they likely saw the Pit in Skyrim as too small to do anything impressive with. Not to mention its hard to place a giant arena and justify the popularity of it, most of the cities in skyrim are tiny and Solitude the largest one was already having performance issues. Bethesda goes for next generation wow factor, not actual cool locations.

Seems like maybe it's just really hard to make work in Gamebryo and as such it always ends up getting scrapped

Not that into the idea? Then why do you think they keep trying it? Why do you think the _very first Elder Scrolls game_ started as a dedicated gladiatorial combat game? I think a more likely scenario for why the arenas keep getting cut is that as much as they evidently enjoy the trope, they consider it low-priority when deadlines loom over.

@@LonelySpaceDetective They already had the code from Oblivion which would have only needed a few tweaks to work in Fallout 3. Fallout 3 was built on top of Oblivion, that's why you'll find references to it in the GECK under game settings, and that includes settings for Oblivions arena and the gold you won in it. At one point it was going to be possible to join the raiders, but Bethesda always take the easy option and in this case it was easier to make all the raiders hostile

No F3's modding community is pretty dead. A friend of mine is making a mod that restores a bit of it, but it's mostly a raider based quest mod.
