This is supposed to be a trick-question regarding february, cus its the only one with 28 days (if not a leap year) so if he asks within a leapyear ita logical that people would assume he wants to trick them into thinking february still has 28 days, but it don't.. every month has 28 days regardless leapyear or not meaning its a stupid question from that angle.

Even going by it literally, you cannot seriously say that the joke interpretation is in any way more literal/correct than the actual commonly interpreted meaning of "a month has only this many days as a rule".
