How do you know before you go if there are waves or not?

Surfers know when the surf is up because they look at weather reports, they look at local cams on the beach, friends let them know and they use social media. Also, there are some beaches, this one in particular, where the surf is almost always “up”. At least that seems to me how they know not being a surfer myself.
