I've figured it out. The ring might be the thing that is super powered and makes you travel dimensions uncontrollably. The reason it was near the trash was because , there was another person that had the ring, (the other dead guy) and when the monster ate him the ring was taken back by the monster for it to happen to another victim, (not troll) which when he picked up the ring was seeing the monster (as we are) then he decided to throw it out. then when people saw the ring they left it alone probably where suspicious of it or didn't care, untill troll. Edit: this isn't cannon, it's just a theory, A FILM THEORY.
