Trooper Ben Ibarra’s High-Speed Pursuit of Black BMW | Little Rock Chase Ends with Arrest, Felonies!

On Thursday, October 24, 2024, at approximately 3:00 AM, I, Cpl. Ben Ibarra #173, was informed of a possible theft at 7320 Cantrell Rd, Little Rock. The suspects left in a black BMW with paper tags. While patrolling near Cantrell Rd and Rebsamen Park Rd, I observed a black BMW heading eastbound at 62 mph in a 40-mph zone. I turned around to follow, and the vehicle attempted to turn off Cantrell, entering a plaza parking lot east of Rebsamen Park Rd. The vehicle was identified as a black 2018 BMW 540 with AR temp tags (DB157475). I initiated a traffic stop. The vehicle slow-rolled before stopping, and I instructed the driver to shut off the engine and open the door. The driver looked back but did not comply. I observed at least two occupants and saw the driver’s face clearly. After several minutes, the driver rolled his window down slightly, verbally refusing to comply. He was not wearing a seatbelt, nor was the front passenger. The driver, identified as Jaylen Lacy, was listed as the vehicle’s registered owner. I approached to open the door, but it was locked. The driver again refused to comply, and I observed his hand moving toward the gear shift. I warned him, at gunpoint, that I would break the glass, but he continued to refuse. I detected a strong odor of intoxicants, and his bloodshot eyes suggested intoxication. As I prepared to break the glass, Lacy suddenly sped off, placing me at risk of injury. I pursued Lacy as he re-entered Cantrell and then turned south on Cedar Hill, east on Oakwood, and south on Oak St. I attempted a TVI near H St, which caused the vehicle to spin but did not stop it. As Lacy drove northbound, I briefly lost sight while making a U-turn. Additional units arrived, blocking neighborhood exits. The vehicle was located parked at 10 Rosewood Cir, unoccupied and locked. A wrecker (JHook) unlocked it for inventory. Inside, I found Lacy’s wallet with his ID, confirming his identity. Two bottles of champagne reported stolen from the gas station were found, one of which was half-empty. Lacy had an interlock restriction on his driver’s license, but no interlock device was installed. One passenger was an unidentified black female, believed to be Mercedes Marie Taylor, based on her description. The second passenger, an unidentified black male, was later identified using gas station footage. Later that morning, Lacy reported his BMW as stolen to LRPD, resulting in a stolen vehicle report (#2024-145551). Contact was made with Lacy, and he agreed to meet at the impound yard. At approximately 11:40 PM, Lacy arrived in a white 2017 Land Rover with Texas temp tag 6N5969S. Lacy identified himself, and I recognized him from our earlier interactions and the gas station footage. He was placed under arrest. Also present in the vehicle was Kendrick Malone Evans, who was arrested. A third person, Tijon Moore, was briefly detained but released. Both Evans and Moore confirmed they were in the BMW during the pursuit, though Evans denied driving. Moore stated he had been dropped off before the robbery. Charges for Jaylen Lacy: • Fleeing by Vehicle - Exceeding Speed Limit (5-54-125) • Aggravated Robbery (5-12-103) • Theft of Property - Threat of Serious Injury (5-36-103) • Refusal to Submit to Arrest (5-54-103) • Fleeing on Foot (5-54-124) • DWI 3rd (5-65-103) • Open Container of Alcohol in Vehicle (5-71-218) • Drinking on Highway (5-71-212) • Violation of Restricted DL (No Interlock) (27-16-804) • Reckless Driving (27-50-302) • Speeding (27-50-302) • No Seatbelt (27-37-702) Charges for Kendrick Malone Evans: • Aggravated Robbery (5-12-103) • Theft of Property - Threat of Serious Injury (5-36-103) • Refusal to Submit to Arrest (5-54-103) • Fleeing on Foot (5-54-124) • Open Container of Alcohol in Vehicle (5-71-218) • Drinking on Highway (5-71-212)

Mr. Lacy was charged with the following crimes pertaining to this video: - aggravated robbery - driving while intoxicated (3rd offense) - filing false police report with law enforcement - fleeing (on foot) - fleeing (vehicular) - possession of open container containing alcohol in a motor vehicle - public intoxication - refusal to submit to arrest - speeding - more than 15mph over limit (2x) - seatbelt violation - theft of property obtained by threat of serious physical injury - violation of restricted driver’s license Additionally, in the last twelve months, Mr. Lacy has been charged with the following singular offenses: 10/29/2023: disorderly conduct; public intoxication; refusal to submit to arrest 11/21/2023: failure to appear on Class B misdemeanor (FTA) 11/22/2023: driving on suspended license; defective/improper vehicle head lamps 12/25/2023: careless and prohibitive driving; driving on suspended license; failure to obey traffic control device (Yes - Christmas) 01/22/2024: obstructing governmental operations 02/12/2024: failure to appear on Class C misdemeanor (FTA) 02/15/2024: failure to appear on violation 02/20/2024: failure to appear on Class B misdemeanor (FTA) 05/20/2024: disorderly conduct; public intoxication FURTHER, in the last 30 DAYS, Mr. Lacy has been charged with the following offenses: - 10/11/2024: driving while intoxicated (1st offense); driving on suspended license; refusal to submit to chemical test; refusal to submit to arrest; obstructing governmental operations - 10/12/2024: driving while intoxicated (2nd offense); failure to present proof of insurance (NO PROOF); no seatbelt; speeding - more than 15mph over limit; violation of motor vehicle ignition interlock device requirements - 10/19/2024: careless and prohibitive driving; driving on suspended license; failure to present proof of insurance (NO PROOF) It's also noteworthy that he was recently sued by the State of Arkansas for not paying approximately just north of $2,000 in taxes. Our homey here is 30 years old; time to grow up.

@rennrodriguez8909 Other states are much more stringent on the police about PIT maneuvers and high-speed chases. I'm in Arkansas and watch some from other states as well. In Arkansas, if you flee in a vehicle for any reason, they will not stop and will PIT you. Other states will stop the pursuit and just show up at the people's homes to arrest them. Some of that may be because of the number of cars with temporary tags that flee. The majority of them that I see are temp tags. Side note, true story, they did a PIT on a woman in an SUV who was pregnant and had her hazard lights on the whole time. I believe they got sued for that one.
