Govt MPs can't speak w/o permission of PM? That's odd. MPs in UK elected as themselves. The PM is just another MP who can muster a majority in the house. Is Canada HoC different? Can't MPs just resign the whip to assert their independence but tell constituents they will be inclined to support the govt? Why do they accept such a rule? Support from elected representatives is not the same as them being forced to compliance by their party. Doesn't this break Canadian HoC rules of parliamentary sovereignty?
