I am not convinced that their reasoning ,if you see someone and consider them not a threat , that would give us a reason to stop to question the suspect, because he could be a potential threat , and by not investigating look what happened. Maybe they didn't investigate the situation because that would interfere with their operation, without the investigating that create theory by the way it was handled.
