When you say publication must be completed, do you mean initiated or completed? What if you start the publications on day 115?

(a) Within one hundred twenty days after the effectiveness of the initial articles of organization as determined pursuant to subdivision (d) of section two hundred three of this article, a copy of the same or a notice containing the substance thereof shall be published once in each week for six successive weeks, in two newspapers of the county in which the office of the limited liability company is located, one newspaper to be printed weekly and one newspaper to be printed daily, to be designated by the county clerk. www.nysenate.gov/legislation/laws/LLC/206

If you change registered address after filing your llc you still have to update with the Secretary of State. While this is an informative video, do your due diligence. Protect yourself by hiring an attorney. It is not expensive to hire an attorney to do this and in your best interest to do so. Do not rely on KZbin videos for legal advice.

Just a note on this thread: the regulation might not have existed when the Federal Reserve or Fedex were created. The states can also make exceptions. It's not an absolute.
